Abstract. The numerous transformations of the education system taking place in our country are complex and require large-scale innovation, the formation of a new policy of an educational organization focused on improving the quality of education and the competitiveness of the organization itself. These tasks should be implemented through the formation of a new ideological culture of the leaders of the educational organization. The innovative processes taking place in education affect the formation of the personal and innovative competence of the head, his constant self-education, the ability to comprehensive reflection, etc. The innovative activity of the head determines the dynamics of educational technologies, guarantees the adoption of quick and effective decisions, determines the level and stability of the development of an educational organization. Thus, an important task becomes the formation of a new type of manager with innovative and managerial competence. The article examines the problematic aspects caused by the increasing requirements for the level of managerial competence of a modern head of an educational organization, conducts a comprehensive analysis of the managerial competence of the head, methods and methods of its formation and development, the level of organizational culture of the organization, and explores their relationship by using a variety of techniques. The article considers the problem caused by the requirements for education management put forward by the modern digital educational environment, which, in turn, requires the search for new approaches to the formation and development of managerial competence among the heads of educational organizations. The main attention in the article is paid to the problem of the formation of managerial competence of the head of an educational organization. The conclusions state that the managerial competence of the head of an educational organization is a complex structure that determines the effectiveness of the entire educational institution.
