Abstract. The article is devoted to the study of the world experience of effective activity of the national economy based on the formation of cluster systems of industry, which allows us to conclude that this process contributes to the optimization of production and its territorial location, the growth of competitiveness of enterprises and the region as a whole. Clusters are formed in large-scale industrial production with the involvement of small and medium-sized businesses, in light industry, in an innovative environment, etc. The authors analyzed the features of the world centers of cluster development, in which there are both similarities and differences. The general conditions for the creation of cluster formations are traced, but at the same time the specific and national peculiarities of doing business are taken into account. The breadth of coverage of cluster formations, the level of institutional and infrastructural relationships, the level of government support and the heterogeneity of the tools used differ. The data obtained allowed us to conclude that the participation of state authorities in this process depends on the model of the state structure of the region and the historically established organization of society. This is evidenced by two existing models of public policy, the difference between which lies in the level and orientation of state participation in the formation and functioning of cluster formations. As a result, the authors have identified the features of the cluster management system in the agricultural sector of the Lugansk People’s Republic, taking into account the specifics of the regional economy at the present stage. The creation of mutually beneficial and productive relations between the state and representatives of business communities, as members of the cluster, involves the use of an institutional approach in assessing the effectiveness of the functioning of cluster entities.
