EDUCATIONAL MIGRATION AS A TOOL FOR INTEGRATING FOREIGN STUDENTS INTO THE RUSSIAN SOCIO-CULTURAL ENVIRONMENT

Abstract. In modern conditions, educational migration plays a special role in foreign policy processes, various aspects of which are paid attention to by both state bodies and educational organizations, as well as researchers. Considering educational migration as a socio-cultural process characterizing the state of development of internationalization and globalization of higher education in the world, the authors draw attention to the need to create conditions for attracting foreign students to Russia in order to maximize integration into the Russian socio-cultural environment and use their intellectual potential for sustainable development of the country. Special attention is paid to solving problems with attracting foreign students related to serious challenges, such as: the transformation of the geopolitical situation, the rejection of the Bologna format of the organization of the educational process – all this also predetermined not only the admission campaign of the 2022-2023 academic year, but also in general had an impact on the international activities of universities and affected the geography of students arriving to study. At the institutional level, the prospects for educational migration and the reputation of Russian universities in the international market of educational services are determined by a comprehensive state policy. In this regard, an important tool for the development of educational migration as a socio-cultural process is the Concept of the Humanitarian Policy of the Russian Federation abroad, which was approved by the Decree of the President of Russia in September 2022, and clearly outlined the circle of values of the Russian Federation with which the country enters the global world for better understanding and perception. Among the key areas, it should be noted the support and promotion of the Russian language as the language of international communication abroad, the promotion of Russian culture, science and education abroad, defining mechanisms and geopolitical priorities.
