PEDAGOGICAL CONDITIONS FOR IMPROVEMENT FORMING A SYSTEM OF VALUES OF ADOLESCENTS IN EDUCATIONAL ORGANIZATIONS

Abstract. The author notes that the reality of the modern world, when there was a denial of the ideals and values of the Soviet era, which led to the destruction of the spiritual and moral the development of Russia, makes us rethink the issues of the formation of values of adolescents and introduce new elements into the system of their education. Awareness of the problems led to a change in the state educational policy at the beginning of the 21st century. The new legislative documents (Decree of the President of the Russian Federation dated 21.07.2020 No. 474 “On the national development goals of the Russian Federation for the period up to 2030”, “Strategy for the development of education up to 2025”, “Commentary to the Law of the Russian Federation “On Education”) indicate the goals, objectives, content and prospects of state policy in the field of education in the first quarter XXI century. In 2019, the staff of the Institute of Education Development Strategy of the RAO developed an approximate program of education within the framework of the state task. It is designed to help the country’s teachers identify and realize the educational potential of the educational process in order to solve the tasks of the Decree of the President of the Russian Federation dated May 7, 2018. On June 2, 2020, the program was approved at a meeting of the Federal Educational and Methodological Association for General Education. However, the program does not disclose the mechanism of value formation and requires specific practical developments and recommendations. The author believes that the formation of the value system of adolescents in the educational organization of general education can be achieved by creating pedagogical conditions, which include: orientation to personal and socially significant activities, active development of the implemented content and the readiness of teachers to organize work in this direction. As the general principles of the content of educational work, the author indicates the priority of universal (basic) values. The article also examines the structure and content of the value system of adolescents in the modern educational situation.
