ANALYSIS OF STAFFING AS ONE OF THE KEY COMPONENTS OF STAFFING POLICY OF SECONDARY VOCATIONAL EDUCATION INSTITUTIONS

Abstract. To ensure the successful and effective operation of any educational institution, including secondary vocational education institutions, it is necessary to carry out strategic planning. Since educational institutions simultaneously carry out processes of various directions: educational activities, personnel management, financial, educational activities, international activities, scientific activities, each of these activities will be related to the corresponding policy. Thus, the personnel policy is aimed at providing the institution with qualified personnel motivated for professional growth, which subsequently has a significant impact not only on increasing the efficiency of the educational institution, but also on achieving the goals it has set for itself. The personnel policy of educational institutions has various problems that require solutions. These include the following: staff turnover in the educational institution; poor quality of the staff; problems with the adaptation of new employees to professional activities; low motivation of the teaching staff for successful professional continuation; organizational problems of conducting personnel certification and others. The paper analyzes the effectiveness of the implementation of the personnel policy of the State Professional Educational Autonomous Institution of the Amur Region «Amur Pedagogical College» for the period from 2020 to 2023. A quantitative analysis of the staffing levels at the State Professional Educational Institution of the Arkhangelsk Region’s Agrarian and Industrial Complex (GPOAU APC) shows a 13% decrease in the total number of personnel. Teachers form the core of the staff at the State Professional Educational Institution of the Arkhangelsk Region’s Agrarian and Industrial Complex, and the teaching staff dynamics for 2021-2023 are also negative, with a 20.2% decrease.
