DONETSK PEOPLE’S REPUBLIC IN SEARCH OF A NEW PARADIGM OF ECONOMIC DEVELOPMENT: A CLUSTER APPROACH

Abstract. The article is devoted to the study of the theoretical and methodological foundations of creating a cluster model of territorial development in new regions of Russia on the example of the Donetsk People’s Republic. The relevance and practical significance of the chosen research topic is due to the urgent need to develop a methodology for embedding a new region into the economic space of Russia, searching for the most optimal approaches to the restoration and subsequent development of the economic complex of the Republic. The research is based on the theories of spatial, regional and network economics, and innovative development. To ensure the achievement of the research goal, the author used analysis, synthesis, comparison, generalization, methods of systematic, statistical and graphical analysis as the main research methods. It is stated that in the modern realities of the development of the Donetsk People’s Republic, an active cluster policy can become one of the main mechanisms for implementing strategic priorities of its socio-economic development. The author of the work based on open sources of information substantiates the role of clusters in the development of regional economies; the features of the DPR cluster policy at the present stage are considered, existing problems of its implementation are identified, trends and the current state of the clustering process of the macroregion economy are considered, strengths and weaknesses of the socio-economic and innovative development of the DPR in the context of cluster formation goals are identified, promising sectoral directions of cluster cooperation are identified, competitive recommendations for ensuring the sustainable functioning and development of clusters are developed, improving cluster policy and strengthening cluster processes. The presented analytical material and the conclusions obtained as a result of the conducted research can be used by regional executive authorities responsible for the development and implementation of sustainable development projects in the development and improvement of regional development strategies using the potential of cluster formation.
