Abstract. This article is devoted to the analysis of the impact of the COVID-19 pandemic on educational migration and public policy in the field of education. Key aspects of educational migration are examined, including academic mobility and cross-border education, as well as their positive and negative consequences for donor and recipient countries. The work examines in detail the changes that have occurred in the higher education system as a result of the forced transition to distance learning. Particular attention is paid to the problems faced by teachers and students in the new conditions, such as technical unpreparedness, difficulties in maintaining student motivation and providing an objective assessment of knowledge. A number of recommendations are proposed to improve the effectiveness of distance learning, including the development of specialized methods for international students, the creation of high-quality video materials, and ensuring the protection of teachers’ intellectual property. The article also examines changes in government policies in various countries regarding educational migration and distance learning. It is noted that many states have adapted their migration rules and invested in the development of online platforms to attract foreign students. The study predicts the formation of a hybrid education model, combining traditional face-to-face learning with distance learning formats. The need for further improvement of educational technologies, teaching methods and knowledge assessment systems is emphasized. In conclusion, it is noted that, despite the challenges of the pandemic, educational migration remains an important factor in the development of the global higher education system. Adapting to new realities and effectively using digital technologies will create a more inclusive and flexible educational environment that can meet the needs of students in a changing world.
