MODEL OF SUSTAINABLE STATE FUNCTIONING IN A PLANNED – MARKET ECONOMY (SYSTEMATIC APPROACH)

Abstract. The main research is aimed at identifying the main parameters/ characteristics of complex systems affecting their sustainable functioning and finding similar parameters in the economic sphere. Building a model of public administration and functioning in the parameters of a complex system. The ideology of system management is based, first of all, on understanding in what laws a complex system lives and functions, in the characteristics of the external environment, on identifying functional relationships between elements of complex systems, on assessing their reliability characteristics. Conducting experiments on the model. Methodology. The theory of construction and analysis of complex systems, as well as modeling methods were used. Results. A model of state functioning was developed, criteria for the sustainability of functioning were developed. The first criterion was the indicator of the level of structural and functional deformations, which included data on the Gi coefficient, depreciation of fixed assets, demographic and migration indicators, HDI, etc. The second criterion was the indicator of the level of non-state influence, which included data on the level of the shadow economy and corruption, the number of foreign enterprises in the country, the amount of life support resources received from imports, the level of influence of lobbying, etc. A monogram of the assessment of sustainable functioning was developed depending on the selected criteria and factors. Conclusions. Based on the results of modeling, a nomogram of variants of the stable state/development of the state was constructed depending on two factors: the level of structural and functional deformations and the level of non-public administration. It is also concluded that it is necessary to switch to the ideology of system management. The conclusion is also made about the need to analyze systemic deformations from the implementation of liberal, conservative, democratic and socialist ideologies of economic management. It is precisely to minimize errors from non-systemic ideologies of economic management that such scientific directions as “knowledge management system” are used.
