Abstract. In the article, the authors raise the issue of the specifics of the Russian “soft power” and its key features, and, above all, the sphere of education in the CIS region. In this article authors examine theoretical approaches to understanding the concept of “soft power” and existing methods of measuring it are examined and it is analyzed how the application of this concept in the field of education is reflected as one of the most important areas of international cooperation between Russia and the CIS countries. In the article, the authors analyze the soft power ratings of the states, developed by foreign analytical and consulting agencies, and also study the domestic experience in this matter. They consider the development of methods for calculating rating parameters from the point of their reaction to changes in the international situation, to global challenges and problems that the world has been facing in recent years using the example of Covid-19. Special attention is paid to the important role of the “education” parameter among other important elements of “soft power” and their contribution to modern ratings of soft power. The authors support their conclusions by analyzing statistical data assessing the attractiveness of Russian higher education among foreign students from the CIS countries using the example of government funding of educational projects, and regulatory documents and programs that regulate this area.
