Abstract. The most important and determining factor of sustainable development in a highly competitive environment is the functional and competent characteristics of the Manager / leader and timely assessment of the results of his / her activities in various areas of the economy. The main issue of the research is to obtain expert assessments of the professional and qualification characteristics of the Manager/ leader: skills, skills, knowledge, abilities, professional qualities, performance; to obtain expert assessments of the development of economic activities for which he is responsible.The purpose of the study was to: select and systematize the personal characteristics of the Manager/leader; select and systematize his working professional functions; create an analytical system for processing expert surveys. Results. Based on the statistical material obtained from expert assessments of the Manager’s/leader’s competence and assessments of his / her level of functionality, regression dependencies were obtained between the personal characteristics of the Manager, his / her level of functionality, and assessments of the level of development of various spheres of the economy. Dependencies are represented as graphs, which allows you to immediately interpret the results. You-water: 1. The practical use of the model requires the systematic formation of an information database that records both the actual state of Affairs and information about the positioning and performance of the leader in the economic sphere; 2. Еhe results obtained are not of an institutional and administrative nature, but at the same time, they may have a recommendation character for training and retraining of personnel.
