STATE YOUTH POLICY AND YOUTH UPBRINGING: DYNAMICS OF CONTENT AND PROBLEMS

Abstract. In the article, from the standpoint of the system approach, are presented the development of modern youth policy and upbringing of youth is considered, two stages are identified, for which key approaches and problems are identified. It is determined that in the 90s – early 2000s there was a contradiction between the relevance of upbringing  work with young people, confirmed by the works of scientists and the lack of this activity in normative documents and the practice of working with young people. The author believes that the current key problems upbringing  work with youth are a disproportion towards the implementation of projects related to civil and patriotic upbringing, a lack of understanding by the specialists in working with young people of the content of spiritual and moral upbringing and the lack of a systematic approach to the upbringing of young people. To understand the process of educating young people only as a process of transferring the social experience of the older generations to it and determining the effectiveness of this process by the degree to which this experience has been adopted by young people – this approach is related to the perception of youth as an object of educational activity. Meanwhile, modern trends in the theory of upbringing are focused on the paradigm of interaction and the use of such principles and methods of organizing educational work with young people, in which young people would act as subjects of education.
