Abstract. The article analyzes the problems of deviant behavior of youth in modern Russia, its causes associated with the decline in education in a Russian school. The essence of deviant behavior, its relationship with the problem of social control and the danger to society in the conditions of the “hybrid war” are investigated. The approaches to solving the social problem of deviant behavior in the legal and pedagogical sciences are analyzed. The definition of the prevention of deviant behavior as a set of measures aimed at preventing deviant behavior is given. The necessity of creating a single value-oriented system of socio-pedagogical practice of deviant behavior of youth is noted. The author comes to the conclusion that it is necessary to create a unified socio-pedagogical system for the prevention of deviant behavior. This system should become a system that unites the efforts of all social institutions of the country (legal, educational, cultural, religious, ethnic, and educational); acting with normatively secured means, adequate both to the interests of the state and society, as well as to the individual characteristics of those brought up. According to the author, it should include those adequate to the current situation in the world community and the social situation in Russia (the theory of socio-pedagogical prevention of deviant behavior and its organizational and normative foundations; a system of specialized educational and re-education organizations; ideological and value foundations of upbringing and re-education; inclusion brought up in socially appropriate activities).

Keywords: deviant behavior, legal and socio-pedagogical prevention, social control and crime prevention.
