Abstract. The article examines and analyzes the change in value chains in the perimeter of the Russian automotive industry in the current conditions caused by external pressure and sanctions restrictions, which have been increasing over the past five years. At the same time, the main focus is on replacing the imported component in favor of organizing production at existing facilities (or creating new ones) in the Russian Federation and adapting the service infrastructure (dealer network) and final-users of products to these conditions. The main vector of the analysis is aimed at the expansion of Chinese manufacturers into the Russian market. At the same time, both forms of this process are considered.: both car imports and production at Russian facilities are “initially” Chinese car brands, as well as Russian ones based on a “Chinese basis”. Both approaches are analyzed as elements for the formation of global value chains in the structure of the Russian economy and, at the same time, as tools for overcoming barriers created by the “collective West” for the normal functioning and development of the Russian economy.    The paper forms the main results and consequences (of a short and medium-term nature) arising against the background of the transformation of the Russian car market, one of the most striking manifestations of which is its localization (from minimal to absolute, involving the creation of new car models from the zero stage and 100% production of all components for them on the territory of the Russian Federation). The conclusions formed in the article can be used in the development of measures of state support for the industry, both in fiscal and monetary terms, which can be aimed at both producers and final users of the industry’s products.

Keywords: value chains, automotive industry, transformation, market expansion, geopolitical constraints, sanctions, sources of economic growth.
