Abstract. The article examines the problem of forming the all-Russian civic identity of students within the university educational environment. Special attention is paid to the investigation of conceptual, normative-legal, and scientific-theoretical foundations of this process in the context of the current socio-political situation. The author describes the essential characteristics of such concepts as “identity,” “Russian civic identity,” “all-Russian civic identity,” “university educational space,” and “all-Russian civic identity of students in the university educational space.” The study substantiates that purposeful activities aimed at preserving and transmitting traditional Russian spiritual and moral values within the university environment serve as an important factor in ensuring the quality of higher education. This axiological foundation is a prerequisite for developing graduates’ competencies that ensure their professional competitiveness and successful adaptation to the realities of the modern information age. The scientific significance of the article lies in the scientific justification of the relevance of forming an all-Russian identity among students and identifying typical problems in the studied process within the university educational environment based on experimental data. The theoretical significance consists in refining the leading concept of the research — “all-Russian civic identity of students.” The practical significance is represented by survey and testing data regarding the investigated issue. These results revealed students’ attitudes toward events dedicated to fostering all-Russian civic identity and preventing interethnic and interfaith conflicts, as well as problematic zones in the process under study. All these findings allow for actualizing the problem of identity formation in higher education, evaluating the effectiveness of state policy implementation in the field of upbringing and youth policy (based on the experience of Ryazan State University named for S.A. Yesenin), and determining promising directions for further research across various scientific fields, taking into account student contingent features and contemporary challenges to national security.

Keywords: identity, Russian civic identity, all-Russian civic identity, educational space of the university, traditional spiritual and moral values, students’ attitudes towards events, harmonization of interethnic relations, information security, national security.
