Abstract.  Education quality management in the context of the implementation of federal standards is aimed at achieving high-quality results in the training of students and the development of their competencies, which actualizes the problem of their achievement based on a competency-based approach. Analysis of education quality management practices reveals the insufficient readiness of modern teachers for education quality management, indicating the need for its development. The purpose of the study is determined by the problem of finding effective directions for its development. The methods used in the article are mainly theoretical (study and analysis) and practical (observation, generalization of the products of management activity, etc.). The problem of quality management is considered in scientific and pedagogical sources of modern scholars. The author’s position in this context determines the value of a competency-based approach in combination with the socio-cultural and professional-personal aspects when implemented in education. The characteristics of management problems at an institution of higher education within the logic of these approaches: the implementation of the requirements of the Federal State Educational Standard, the organization of pedagogical activities and the selection of monitoring tools, the solution of modern educational problems in digitalization and updating the training system in the interests of an innovative economy highlight a set of their strategic solutions and effective areas of education quality management. The scientific novelty lies in the actualization of the problem of competent management of the quality of education in a university, the identification of effective directions for organizing the process under study with an understanding of the essence of the competency-based approach, the identification of its relevant, innovative socio-cultural entities, and the development of a university education management system in the context of the theory of education quality management, taking into account the results of internal monitoring and self-diagnosis. The practical effectiveness of the study lies in the actualization of existing problems reflecting the level of readiness for competent management of the quality of education, and the development of practical recommendations for their solution.
