SOCIAL POLICY TOWARDS FAMILIES WITH CHILDREN: REGIONAL ASPECT ON THE EXAMPLE OF NOVOSIBIRSK REGION

Abstract. This article examines social policy to support families with children in Russia at the federal and regional levels. The Novosibirsk region is taken as an example of regional support measures. The author pays attention to the analysis of statistical data and studies how government support measures have affected the change in the total fertility rate (the birth rate of second and third children), changes in the poverty level among families with children and large families. Special attention in the article is given to support measures for large families within the framework of federal and regional initiatives, since in the very emerging family policy in Russia, large families are given significant attention in the legislation according to the “Strategy of Actions for the Implementation of Family and Demographic Policy, Support for Large Families in the Russian Federation until 2036”. In the article, the author examines the foreign experience of developed countries in supporting families with children and tax policy towards families from the position of how relevant this can be for Russian practice. The author illustrates with examples the classification of state support measures by forms of presentation. In conclusion, the author confirms the important thesis that state support measures for families with children today support families at different stages of children’s growing up, its different types (financial measures, and in-kind assistance, benefits and support measures in solving the housing issue) harmoniously complement each other. The article analyzes what methods of managing maternity capital were chosen by families in Russia and in the Novosibirsk region throughout the entire period of its existence, and what factors and circumstances influenced this choice and whether it changed due to the emergence of new opportunities for its use. The author also considered the statistics of the use of regional family capital in the Novosibirsk region. The author identified a number of problems that arise in the implementation of current measures of social support for families with children and in the formation of family policy in our country; among them, first, the distribution of social benefits based on the principle of targeting and need.
