ORGANIZATIONAL MODELS OF INNOVATION IMPLEMENTATION IN THE CONTEXT OF DIGITALIZATION OF THE NETWORK ECONOMY

Abstract. This scientific article highlights some of the results of the study of organizational aspects of the functioning of innovative systems. The methodological basis of the research is the process-resource approach, the provisions of the economic theory of firms (firm boundaries) and the network economy in the context of digital transformation. The relevance of studying the organizational aspects of the implementation of innovation activities by economic entities of national or regional localization (applied scientific research, production, commercialization and use of innovations) is associated with the need to identify the causes and formulate measures to eliminate the disruption of continuity (lack of balance between supply and demand) and the resource balance of the stages of this process. The lack of stable “process” and “resource” balance in the studied processes at the national economic level is reflected in the dynamics of the FSGS statistical indicators [9]: over the past 25 years, there has been a noticeable decrease in the number of research organizations – from 2,686 units in 2000 to 1,517 units in 2023 (-42.5%), design organizations – from 318 units in 2000 to 236 units in 2023 (-25.7%), design and survey organizations – from 85 units in 2000 to 15 units in 2023. (-82,4%). Also, in the structure of expenditures for financing science from the federal budget, there is a decrease in the share of expenditures on basic research – from 47% in 2000 to 26% in 2016, which was one of the reasons for the decrease in activity in the field of applied research. Only after 2017, this indicator increased to 35.4% in 2023. A positive trend is the increase in the number of universities that carry out research and development under the «order» – from 390 units in 2000, to 990 units. In 2023, industrial organizations with research and development units increased from 284 units in 2000 to 491 units in 2023. The changes that are taking place require the use of new forms of interaction between subjects of innovation processes in order for the goals of the stages to be achieved and the process itself to be effective for all participants. The authors have identified models of organizational forms of innovation implementation that may arise in the innovation market. The role of network forms of organization in the development of innovation processes is considered, since they are the carriers of information, knowledge, competencies, etc., as well as an integral element of the institutional environment of the cross-border space in modern conditions of digital transformation.
