Abstract. The article gives examples of factors of attracting foreign investments into the economies of China, South Korea and Japan. The role of cheap labor in the implementation of projects for launching economic growth in these countries was examined. The successful experience of these countries makes us think about what factor can become the leading one for launching economic growth in Russia. The author comes to the conclusion that cheap energy can become such a factor, but investments are needed to implement energy modernization projects in the Far East, as the most promising supplier of energy resources to the countries of the Asia-Pacific region. Searching for their sources and mechanisms in the article also paid attention. The author is convinced that the speed of decision making from the idea to the beginning of the implementation should be minimal, and this criterion of the effectiveness of public administration should be adopted as one of the main ones precisely because of the rapidly changing external environment, the changes of which can only be made by those countries that have a highly competitive system government, capable of responding quickly to change and effectively using the opportunities or windows of economic growth that open up.
