Summary. The article raises the question of the relationship of science and education, training of the teaching staff, able to solve problems in modern Russian reality. There is a particular role in this optimal training and protection of dissertation research to “depoliticize” the work of the Higher Attestation Commission and various “experts social structures”, such as “Dissernet” engaged in a systematic pressure on political opponents and scientists anti-liberal orientation.
