Abstract. The main research topic of this article is the study of the role of natural resource potential as a necessary and most important factor in regional development. In this regard, the authors examine factors that contribute to the transfer of the initial reserves of natural resources, through human activity, into the natural resource potential of the regions. The study of this process is based on an analysis of the use of minerals and land resources of the Siberian region. A necessary condition for the sustainable development of the region with an emphasis on the use of natural resource potential is the management of the state of the subsoil and its purpose, with the corresponding maintenance and restoration of the ecological function, ensuring the conflict-free development of the techno sphere and biosphere during their development. The article analyses the reproduction process of regional natural-economic systems through the prism of the greening process in line with the development of the theory of rational nature management. In the modern period, which is characterised by digitalisation of all stages of reproduction, information security is taken into account as well as environmental safety. In this regard, the widespread use of geographic information technologies, which contribute to improving the efficiency of managerial decision-making at various levels of planning environmental management and natural resource management in specific regions, becomes important. Further transition to sustainable development of the region involves processes of further ecologization and institutionalization of nature management.

Keywords: egional development, reproduction, natural-resource potential, greening production, resource-saving technologies, geoinformation technologies, process of institutionalization of nature management, rare-earth metals, agricultural lands.
