Abstract. The article deals with the need to modernize higher physical education in the country. It is noted that the expenses of the state on activities of citizens of physical culture and sports are a cost-effective investment in development of human potential and improvement of quality of life of citizens of Russia. The wide market of physical education services, formed in the last decades of the twenty-first century in Russia, requires targeted training of specialists of physical culture, which would meet the diverse needs of the population, all categories of citizens (children, adolescents, youth, adults, elderly), including the category with physical disabilities, would have different purpose and direction. At the same time, at present there is a contradiction between the modern needs of the Russian person (society) in qualified pedagogical personnel of new quality and the existing system of training of specialists of physical culture, in many ways, having a linearly oriented model. This fact does not allow to fully solving at the proper qualitative level the most important state tasks of recovery of the population of the country. Authors consider that in the course of training in higher education institution at students, along with obligatory formation of necessary knowledge, abilities, skills and competences, it is necessary to continue process of vocational guidance and motivation to activity in the field of physical culture, including aspiration to continuous self-development and self-improvement. That is, pedagogical skill is presented as a complex of personal and professional qualities of the teacher.

Keywords: modernization, physical culture and sports, students, concept, formation, higher professional education.
