FEATURES OF THE DEVELOPMENT OF PHYSICAL EDUCATION AT KALININGRAD STATE UNIVERSITY DURING THE REFORMS OF HIGHER EDUCATION (LATE 1960S – 1970S)

Abstract. Improving the effectiveness of physical education in Russia should take into account the historical experience and traditions of the Russian school of physics, which contributes to maintaining continuity and improving the quality of education. At the same time, key trends in the development of higher education should be based on time-tested approaches. Such approaches will contribute to the training of highly qualified specialists who are in demand in science, education and production. The article presents the results of a historical and pedagogical analysis of the features of the formation of physical education at Kaliningrad State University during the reforms of higher education in the Soviet period. The article analyzes the period of evolution of physical education from the late 1960s to the late 1970s. At that time, the Kaliningrad State Pedagogical Institute was transformed into Kaliningrad State University. The objectives of this reform were: the introduction of university standards in the training of specialists, the organization of research activities at the university at a high level and the provision of the Kaliningrad region with qualified scientific and pedagogical staff in the field of physics. The study revealed the main difficulties of the formation and development of physical education at the university during the specified period. It was noted that the main difficulties were: a shortage of personnel, insufficient provision of the educational process with the necessary equipment and materials, and a low level of training for university applicants. It is shown that the key features of the formation of physical education at the state university are: the dynamic expansion of the network of faculties and departments, the deep integration of scientific research into the educational process, as well as purposeful work to improve teaching methods and the introduction of advanced technical teaching tools. It can be concluded that the retrospection of physical education at the university is the foundation on which the modern educational system is built, as well as a tool for building a successful future.
