IDEAL AND REAL IN DEVELOPMENT: PROBLEMS OF INTERACTION

Abstract. The subject of the research is the analysis of discrepancies between the indicators of an ideal society (built on the basis of models of the laws of social development) and the real state of government institutions and the media, as well as an assessment of their compliance with the laws of social development through quantitative indicators (PUR — an indicator of the level of development, Rc — the likelihood of achieving goals). Special attention is paid to the influence of transnational corporations (TNCs) on government processes and the sustainable development of society. The methodology and research methods include: system analysis; mathematical modeling (calculation of SD and Rc); comparative analysis of the branches of government and the media; expert assessments; statistical analysis of data from Rosstat, the Ministry of Justice, Roskomnadzor, VTsIOM and other sources. The research is based on models of the laws of social development: the law of acceleration of history; the law of uneven development; the law of unity and struggle of opposites; the law of transition from quantitative to qualitative; the law of feedback; the law of probable result. The developed models take into account five components: accessibility/efficiency, adaptability, adaptability, feedback, and resource availability. Applied research methods: system analysis: consideration of institutions as interrelated elements; mathematical modeling: calculation of indicators of SD and Rc; comparative analysis: comparison of branches of government and the media. The results of the study showed that the institutions of government and the media comply with the laws of social development at a moderate level (SD=0.70-0.79, Rc=0.62-0.69). Judicial authorities have the highest rates (PUR=0.785), and the media have the lowest (PUR=0.70). Key problems: uneven development, weak feedback, bureaucracy, resource and technological constraints. Conclusions: The institutions of government and the media comply with the laws of social development at a moderate level (SD=0.70-0.79, Rc=0.62-0.69). The main problems are: regional unevenness; insufficient feedback efficiency; resource and technological limitations. Digitalization, increased public control, reduction of bureaucratic burden, and support for regional structures are needed to increase the effectiveness of public administration institutions. The model can be used for monitoring and scenario forecasting.
