Abstract. The article examines the problem of preparing pre-service teachers for professional practice in the context of the digitalization of education through the lens of developing their agency as a factor in ICT competence development. Amid the digital transformation of society and education, the requirements for teachers’ professional competence are steadily increasing. Contemporary education systems face the need to prepare teachers who are able to use digital resources meaningfully, design new forms of learning activity, and turn digital technologies into a means of achieving pedagogical goals. However, digital technologies are often used primarily as substitutes for traditional teaching tools rather than as a resource for transforming educational practice and creating new opportunities. The aim of the study is to identify and theoretically substantiate the pedagogical conditions for developing pre-service teacher agency in the course of professional training. The paper analyzes Russian and international studies devoted to teachers’ ICT competence, digital agency, subjectivity, and pre-service teacher agency in the context of the digitalization of education. It was found that pre-service teacher agency is a significant factor in ICT competence development and determines the way digital technologies are used in professional practice. The study identifies the pedagogical conditions that contribute to the development of pre-service teacher agency: the relevance of training content and its connection with future school practice, the variability and richness of educational opportunities, and the development of a reflective as well as value- and meaning-oriented stance in pre-service teachers. The findings may be used in designing courses aimed at developing the ICT competence of pre-service teachers.
