METHODOLOGICAL FOUNDATIONS OF UNIVERSITY INNOVATION DEVELOPMENT MANAGEMENT IN THE CONTEXT OF HIGHER EDUCATION MODERNIZATION

Abstract.The transition of the Russian state and society to the sixth technological order, as a guarantee of technological sovereignty and national security of the country, actualizes the problems of modernization of higher education and innovative development of universities designed to ensure the training of specialists of a new formation, efficiency and competitiveness of their activities. The analysis revealed that the innovative development of universities does not always achieve its goals due to the lack of a methodology for managing these processes. To determine the methodological approaches to managing the innovative development of the university, we relied on the methods of interdisciplinary analysis, synthesis, generalization, methodology of systematic and integrated approaches, the provisions of the theory of innovative management of educational systems and educational organizations. This made it possible to identify the trends in the development of higher education: digitalization, continuity, inclusivity, personalization, fundamentality, interdisciplinarity, practice-oriented, project-based and team-based nature of education, the interconnectedness of which confirmed the need for a comprehensive scientifically based nature of university innovation development management. The author’s definition of the concept of “university innovation development management” is given as a set of purposeful and coordinated managerial impacts of innovation activities with the acquisition of new products and processes at the university and the introduction of new products and processes that train specialists for the innovative economy, increase the efficiency and competitiveness of the university. A set of methodological approaches to managing the university’s innovative development is substantiated: systemic, synergetic, axiological, process, project, and personality-oriented. Characteristics of the potential of the leading provisions of these methodological approaches indicate that their integrated use contributes to the development and implementation of management mechanisms and tools for the creation and implementation of new scientific and educational products, innovative organizational and management solutions, new formats of social interaction and cooperation, allowing the university to achieve its innovative development goals.
