Abstract. In the article, the concepts of patriotic education are interpreted as the ideas underlying the content of the concepts of patriotic education. The article provides a description of the key concepts that form the structural basis of the traditional construction of the concepts of patriotic education for the younger generation: the concept of patriotism; the definition of the concept of “Patriotic Education”; the criteria and indicators of the state system of patriotic education and its effectiveness; state-patriotic and military-patriotic education as components of patriotic education; and patriotic education as a direction of state policy. At the personal level, patriotism is a stable human quality manifested in love for the Motherland, a high level of patriotic consciousness, readiness to fulfill one’s civic duty and constitutional obligations to protect the interests of the Motherland, and patriotic activities. Special attention is paid to the importance of perceiving patriotism at the personal level.A wide range of federal and departmental regulatory legal acts on the issue under consideration has been analyzed. The state policy on the patriotic education of youth in the narrow meaning of the word) is interpreted as a system of state priorities and measures that determine the purposeful activities of public authorities and public organizations to form patriotic feelings, awareness and behavior among young people. The article focuses on the unresolved problems in the current practice of developing military-patriotic education in the Russian Federation: there are no conceptual or programmatic legal acts on the goals and organization of military-patriotic education for citizens or young people; there are no clear legal mechanisms for interdepartmental cooperation. The article proposes recommendations for the design and programmatic justification of patriotic education for the younger generation.

Keywords: patriotism, patriotic education, state-patriotic education, military-patriotic education, the younger generation.
