FEATURES OF HR MANAGEMENT IN INSTITUTIONS OF SECONDARY VOCATIONAL EDUCATION

Abstract. Issues related to human resources management are relevant for any organization or institution. This is primarily due to the fact that in order to take a leading position in a competitive environment, it is necessary to competently develop a personnel policy, since it is the personnel of an organization or institution that is the main resource for achieving the organization’s goals. This article examines the specifics of human resources management in secondary vocational education institutions. An analysis of various approaches to defining the concept of management confirms its multifaceted nature. The main objectives of organizing the HR management process are considered: attraction and selection; employee development; increasing motivation and engagement; assessment and certification; creating a corporate culture; talent retention; change management; compliance with legal regulations. The main methods of personnel management are described, depending on the form of influence on personnel: organizational and administrative; economic; socio-psychological. The personnel policy in secondary vocational education institutions should be aimed at solving several key tasks: firstly, this is providing the educational process with qualified teaching staff, possessing not only theoretical knowledge but also practical experience in the specialty being taught; secondly, creating conditions for the continuous professional development of employees, which is especially important in the context of rapid technological and production process innovation, Third, developing an effective incentive system to retain the organization’s most valuable employees. The analysis led to a number of key conclusions. Personnel management in the secondary vocational education system is a complex process that requires consideration of the specifics of teaching activities.
