Abstract. This article examines the pressing issue of improving the effectiveness of professional training for positions in the Russian Federation’s internal affairs agencies using the didactic potential of innovative teaching tools. This approach is relevant to the dynamically changing operational environment of internal affairs agencies, significant staffing shortages, increased workload, and increasingly complex tasks facing the Russian Federation’s internal affairs agencies. Using a personal-social-activity approach, the authors conduct a theoretical and practical study of this issue through content analysis of scientific sources, participant observation, and performance analysis of instructors at educational institutions of the Russian Ministry of Internal Affairs and study group leaders at territorial internal affairs agencies. They also substantiate the use of innovative teaching tools as a way to improve the effectiveness of professional training for employees of the Russian Federation’s internal affairs agencies. By analyzing the key issues of this problem, the authors clarify the essential characteristics and conditions for developing professional competencies among employees of the Russian Federation’s internal affairs agencies through the use of innovative teaching tools, as well as the challenges of applying innovative teaching tools in the professional training system for employees of the internal affairs agencies. The study included a survey of permanent and temporary staff members of the Volgodonsk branch of the Rostov Law Institute of the Ministry of Internal Affairs of Russia. Based on this research, the authors developed proposals and recommendations for developing the professional competencies of employees of the Russian Federation’s internal affairs agencies through the use of innovative teaching tools. In the article, the authors also address one of the most pressing issues currently facing the law—the use of digital technologies in the educational process—and propose solutions for addressing this issue.
