Abstract. The article examines the problem of forming the civic position of students with different levels of social activity in a technical college. The results of the research conducted by the author of the article showed that students with a low level of social activity have a lower level of citizenship formation than students with a high level of social activity. This served as the basis for the development of a model for the formation of a civic position of students with different levels of social activity. The model was created based on the essence of the concept of “citizenship”, selected methodological approaches to form the citizenship of students with different levels of social activity in a technical college to solve problems of improving the level of spiritual and moral development of students, respect for the Russian language, and the development of citizenship. The proposed model is developed on the basis of cultural-historical, personality-reflective and activity-based approaches and includes six interrelated blocks. Based on this model, an approximate program “My Country” was created, which involves the interaction of teachers with a diverse group of boys and girls aged 15-19 years, taking into account their individual and personal characteristics and the social conditions in which they were raised. This program is recommended to teachers working at the college as an Example. Its peculiarity lies in the fact that it is built taking into account the individual and personal characteristics of boys and girls and is aimed at stimulating the development of their motivation to acquire knowledge, form value orientations, feelings of empathy, and social activity. The described model and the Sample Program created on its basis represent the author’s approach to work on the formation of a civic position of students with different levels of social activity.

Keywords: formation of a civic position, social activity, model, sample program, students, technical college.
