DEVELOPMENT PROGRAM OF A SECONDARY VOCATIONAL INSTITUTION: ESSENCE AND IMPLEMENTATION FEATURES

Abstract. The modern world is characterized by the rapid introduction of new technologies into all spheres of human life, and the education system is no exception. Constantly changing demands and requirements from the labor market, as well as the introduction of new educational and professional standards, also impact secondary vocational education institutions. The development program helps them stay relevant, respond flexibly to challenges, and implement innovative teaching methods. Targeted development efforts help the institution stand out from its numerous competitors and attract talented teachers and motivated students. Drawing up a development program is a necessary condition for the successful functioning of a secondary vocational education institution. It ensures strategic management, helps adapt to modern challenges, improves the quality of educational services provided, and strengthens the institution’s position in the educational space. The implementation of such a program is key to the successful development and sustainability of an educational institution in a changing world. This article describes the essence of a development program for a secondary vocational education institution and examines the specifics of its implementation. The key functions performed by the development program are highlighted, including the following: normative function; goal-setting function; procedural function; and evaluative function. The main sections of the development program for secondary vocational education institutions are presented. An analysis of the development program of the State Professional Educational Institution of the Amur Region “Amur College of Transport and Road Management” is presented on the following points: updated educational content in accordance with modern requirements and employer demands based on a competency-based approach; high quality professional education; raising the college’s status in regional and national rankings; availability of effective proprietary developments (programs, teaching aids, methodological recommendations); implementation of elements of a practice-oriented, networked learning model; Successful socialization and self-realization of college students; development of cooperation with general, secondary vocational, and higher education organizations; the existence of a system that takes into account the special cognitive abilities and needs of students.
