Abstract. The article shows the results of a theoretical and empirical study of the state of secondary vocational education for people with disabilities, and the attitude of educational subjects towards it: students, their parents and teachers. The research materials were assessments of the state and problems of the implementation of inclusive education, presented in the publications of specialists, and interviews of students, their family members (parents) and their teachers. The purpose of the study is to systematize opinions, assessments of the organization and implementation of education for people with disabilities in the secondary vocational education system, and the attitude of researchers, teachers, parents, students with disabilities and students with typical development, to its various aspects. The authors conclude that there is currently a fairly variable practice of organizing inclusive education, educational conditions, and a wide range of opinions, assessments, and attitudes toward its implementation from both research specialists and its participants. Currently, questions remain open regarding the optimal organization of inclusive education, the specifics of the “inclusion” of people with disabilities in the educational process, the assessment of the quality of inclusive education in comparison with the quality of other organizational forms of inclusive vocational education: differentiated and integrated, etc. To continue the research, it is necessary to develop a regional model of inclusive secondary vocational and higher education that takes into account and optimally exploits local resources for its implementation.
Keywords: inclusion, inclusive education, co-education, special learning conditions, secondary vocational education, special educational needs, students with disabilities, attitude to inclusion.
