Abstract. The issue of closed-cycle economy (circular economy) is relevant both at the international and national levels. The model assumes a fundamentally new approach based on renewable business solutions aimed at countering global challenges to production, consumption and business activities. A strategic course has been adopted to ensure sustainable development of the country within the framework of the circular economy, considering the admissible need for a traditional (linear) economy. The circular economy business model is aimed at preserving natural resources and maintaining environmental quality through the transition to low-waste and waste-free production processes. The concept of the transition of the Russian Federation to the path of sustainable development, including through the implementation of the circular economy model, was formed considering the characteristics and strategic objectives of the country. The formation and implementation of project solutions for the transition of organizational systems to sustainable development requires a differentiated approach to the adaptation of the methodology of the concept of sustainable development, considering their specifics. A review of scientific literature in the context of the studied problems allowed us to formulate a general idea of the views on the essence of the definitions of “development” and “sustainable development”. In our opinion, development is a process of transforming the initial state into a more perfect one, which allows organizational systems to resist the negative, harmful influence of various factors. At the same time, sustainable development is seen not as a state of stagnation, but as harmony, a certain balance between political, technological, environmental, social and economic factors [13]. The global community has developed an awareness of the need to find ways to resolve contradictions between society and the natural environment [1].  The directions and advantages of implementing the circular economy model in relation to the spheres of material and non-material production are formulated. The example of Bolshoy Ussuriysky Island emphasizes the importance of international cooperation in terms of applying Green Agenda technologies.
