THE IMPACT OF REGIONAL DEVELOPMENT IMBALANCES ON POPULATION OUTFLOW (USING THE EXAMPLE OF THE FAR EASTERN FEDERAL DISTRICT)

Abstract. The objective of this work was to assess the impact of disparities in regional development on the outflow of population from the Far Eastern Federal District. To achieve this objective, the authors conducted a comparative analysis of socio-economic disparities in Russian regions, using the Central Federal District (CFD) and the Far Eastern Federal District (FEFD) as an example; assessed the impact of uneven regional development on population migration; assessed migration flows in the Far Eastern region; identified key factors in the outflow of population from the FEFD; studied the migration sentiments of young people in the Far Eastern region, as well as FEFD development programs. A systematic approach based on logical, structural analysis was used in the study. Tabular and graphical methods, as well as statistical tools such as correlation analysis, were used to process and visualize the data. In preparing the article, officially published Rosstat data on regional development indicators, materials from the scientific expert community, and the results of surveys were used. The paper suggests that socio-economic indicators characterizing disproportions in the development of the Far Eastern Federal District regions affect the outflow of its population. To test this assumption, data were collected for the period from 2014 to 2023 based on Rosstat data. The analysis revealed a significant relationship between the parameters characterizing the socio-economic development of the Far Eastern Federal District territories and the outflow of population. A decrease in the employment rate and the average annual number of employed, as well as an increase in the cost of a fixed set of consumer goods and an increase in average prices in the primary and secondary housing markets lead to an increase in the number of people leaving, including the working-age population.
