THE CONCEPT OF ECONOMIC CULTURE IN INSTITUTIONAL ECONOMIC THEORY

Abstract. The subject of the research is the essence of economic culture as a category of the new institutional theory. In the article, the authors consider the problem of the formation of the economic culture of the population at the present stage of the development of post-industrial society. Based on the concept of the new institutional economic theory, the idea of a post-industrial approach to the transformation of economic relations and their impact on the perception of the concept of economic culture is formulated. A comparative classification of interpretations and approaches to the definition of economic culture is carried out. The functions of economic culture that manifest themselves at different stages of the process of social reproduction are highlighted. An attempt is made to study the relationship between economic culture and financial literacy of an individual. The risks to the development of the national economy as a whole from the lack of institutions supporting the formation of the economic culture of the population in the context of the digitalization of the economy have been identified: a decrease in long-term savings and investments, a decrease in the welfare of the population, undermining public confidence in the monetary and financial policies of the state, high creditworthiness of the population, an increase in bankruptcies, an increase in the number of victims of financial fraud, lack of interest in financial market instruments. A direct relationship has been established between an increase in the economic culture of the population and an increase in the adaptability of households and entrepreneurs to the challenges of the external macroeconomic environment. Using the example of Russia, the institutional regulation of the formation of the economic culture of the population through administrative state instruments is described. It is hypothesized that the institutional organization of mechanisms for the consolidation of economic culture among the population by the state in the future will also contribute to its dissemination through informal institutions – routines. The conclusion is made about the effectiveness of using administrative tools to improve the economic culture of the population and reduce the described risks.
