Abstract. The purpose of the study is to summarize theoretical and practical aspects and identify strategic directions for the development of the agar sector on an innovative basis. Innovative development, as a tool for strategic renewal of the agro-industrial complex, is an essential element in improving the trends of the main parameters of the socio-economic development of the country. Innovations, in turn, lay the foundation for ensuring the pace of capacity-building in industry activities and increasing the competitiveness of agricultural products. Methods. To achieve this goal, key research conducted by Russian and foreign scientists in the field of innovative development was used as a theoretical and methodological basis. At the same time, along with traditional methods, computational and graphical techniques and an analytical approach were used to comprehensively identify common trends in the innovative development of the Russian agar infrastructure. The scientific noveltylies in the development of a methodological approach to the formation of an innovative model based on the principles of sustainable development, considering the importance of the agricultural sector as a system ensuring the country’s food security. Results. Strategic priorities and guidelines for the implementation of the concept of sustainability of the agar sector have been identified. The study of trends and patterns in the activities of economic units in the context of permanent changes in the external and internal environment demonstrates that the progress of economic systems in the recent past is closely intertwined with innovation activity. It is she who is the catalyst for modernization, renewal, structural adjustment and, as a result, an increase in the economic effectiveness of the agricultural sector. Conclusions.The author’s definition of the concept of “innovation process”, “innovation” is formulated and their features in the agro-industrial complex system are revealed. The role of innovation, innovation process and innovation infrastructure in the development of the Russian agro-industrial complex is proved. The factors that negatively affect the development of the Russian agro-industrial complex have been revealed. The innovation system of Russia and its regions is analyzed, and the state of modern agricultural science is substantiated. The main objectives of Russia’s agrarian policy for the long term have been formed. The priority directions of the innovative development of the agro-industrial complex are proposed and the need for its transition to an innovative development model is justified.
