TENDERS AS A TOOL TO STIMULATE THE DEVELOPMENT OF SMALL BUSINESS IN THE CONSTRUCTION SECTOR

Abstract. This paper presents systematized data on the nature of trends and patterns of development of procurement activities in general, as well as the involvement of small and medium-sized businesses (SMEs) in public procurement processes in the construction sector in the Russian Federation based on research by Russian experts, reviews of industry reports, the Unified Information System in the Sphere of Procurement, statistical data on the activities of SMEs, and legal information. Despite the fact that the interaction of SMEs and public sector organizations can be mutually beneficial, there is a gap between the potential and efficiency that characterizes the participation of SMEs in public procurement. The purpose of the study is an attempt to answer the question of whether tenders act as a tool for stimulating the development of SMEs, in particular, in the construction sector using the example of a single region – the Far Eastern Federal District (FEFD), based on identifying the relationship between the results of participation in tenders (public procurement) and the financial results of SMEs. The work is based on the study of data on the volume of won tenders of the RosTender database (2020-2024), financial and economic indicators characterizing the development of SMEs (LLCs) of the RBC Pro database (2023). The correlation analysis is based on the Spearman rank correlation method. The results obtained have proven that only two of the six selected parameters can have a correlation dependence on an increase in the number of won tenders. The results of the study may be due to the quality of the sample and its small size, as well as the choice of the analyzed variables. Further studies could verify the obtained results using a larger number and quality of variables, taking into account industry specifics, features of participation in procurement activities of SMEs, as well as other methodological approaches.
