Abstract. The article discusses the problem of modernizing the principles of forming partnership groups, including the university and other participants involved in its scientific, educational and innovative processes. The urgency of the problem is justified by the fact that the Russian economy has faced many political and economic shocks. Successful adaptation of the economy is ensured by increasing the technological sovereignty of the country and its economic security. Universities with significant educational and scientific potential, which are currently not being implemented effectively enough, are of fundamental importance in this process. There are two main obstacles: universities lack resources (logistical, financial, labor, information). On the other hand, there is a low demand for innovative university products. Various forms of partnership between universities, businesses, and states will help turn the situation around.

Keywords: scientific and educational potential of the university, forms of partnership relations, assessment of the level of realization of the scientific and educational potential of the university.
