Abstract. Russia’s development is accompanied by the problems of inter-territorial divergence and asymmetry in the main socio-economic indicators of development. Therefore, the achievement of spatial coherence (cohesion, integration, integrity, connectedness) should be correlated with the priority of ensuring strategic competitiveness of regional development, which is a complex both theoretical and methodological and applied task, the solution of which is extremely important given the current challenges and trends. In order to realize the priority of the state regional policy in the formation of a cohesive state in various dimensions, in particular spatial, it is required to change the approaches to the mechanisms of regional policy implementation and solving the problems of regional development. The purpose of the article is to reveal the essence, dominant features and tools of application of the coherent approach to the formation of the modern model of spatial development of the Russian economy. The article reveals the dominant features and tools of application of the coherent approach to the formation of a modern model of spatial development of the Russian economy. The author’s definition of spatial coherence of regional development is given. Financial, economic, institutional, spatial planning tools of coherence of strategic socio-economic and spatial priorities of development of territorial public systems of different levels (municipalities, regions, functional types of territories), policy of integrated development of regional and local systems, coordination of strategic and spatial planning at the federal, regional, local and sectoral levels are substantiated.
