Abstract. The article is devoted to the consideration of the process of introduction of digital technologies and development of the digital environment in the system of higher education using the example of one of the leading universities of the Tula region – Tula state Leo Tolstoy pedagogical University. Introduction of digital technologies in this university is carried out through the development and implementation of 24 online courses based on the “new MOODLE” at all levels of higher education (bachelor’s, specialist, master’s, postgraduate) by teachers and staff of the Department of Philosophy and Cultural Studies for full-time and part-time students of all faculties of the university. The article analyzes the main advantages of using online courses in the educational process on various disciplines implemented at the university and their role in the creation and development of a modern, accessible and high-quality digital educational environment of Tula state Leo Tolstoy pedagogical University. The authors of the article also note that a special place in the development of the digital environment of the university is occupied by the use of GOOGLE MEET and ZOOM in the educational process for holding various events in videoconferencing mode (VKS), which was especially relevant during the COVID-19 pandemic; it is also in demand if an international student has left for the territory of his country, but continues to participate in the educational process; when holding mass competitive events for participants from different regions. In conclusion, it is concluded that at present the university continues the processes of introducing digital technologies into the education system and developing the digital environment, one of the latest achievements of which is the equipment of classrooms for holding a demonstration exam in a number of educational buildings of the campus, the opening of the Technopark.
