THE PARADIGM OF ECONOMIC INDEPENDENCE OF THE COUNTRY IN THE CONTEXT OF ACTIVATION OF TRANSFORMATIONAL PROCESSES

Abstract. Purpose is to reveal the essence of economic independence and competitiveness in the aspects of transformation of property relations, as well as to study some aspects of the formation of the level of economic independence of the country and its regions in the context of activation of transformational (modernization) processes. Based on the allocation of the components of economic independence, the classification of its main indicators is carried out. Appropriate methodological approaches to the analysis of the level of development of the transformational economy have been developed. A rating assessment of the level of economic independence and competitiveness of Russia and its regions is provided. The key measures to increase the level of economic independence of the regions to ensure the modernization processes are proposed. Methods. Along with traditional research methods, modern approaches have been applied to the study of economic phenomena that form the theoretical mainstream. The methods of system analysis based on the point-index assessment system are generalized. The methods of qualitative forecasting of the economic development model of transformational economies are used. To determine the competitiveness and self-sufficiency of the economy, as well as to study the features of the Russian economic development model and analyze the relevant factors, various methods were used, including traditional and specific methods of scientific research, as well as modern methods of situational analysis, identification and research of factors of self-sufficiency and economic development. Results. The study showed that at a certain stage, the accumulated quantitative characteristics lead to the creation of a new model of economic development. Within the framework of this model, changes occur in the standard of living of the population, the technological level of production, human potential and other parameters, which are described by a new set of indicators and factors of national development. It was proven that the movement of factors of economic development is studied using the “law of negation of negation”, which allows us to assess the change in the structure of factors in a historical perspective during the transition to new models of development, observing the principle of historicism in the study of observed phenomena. Conclusions. Due to the fact that modernization processes are complex and multi-level, it is proposed to activate them at the meso level by increasing the economic independence of individual regions. The economic independence of a region as its ability to ensure comprehensive self-development will allow the formation of all necessary resources, their most effective use and an increase in the level of modernization capacity.
