DEVELOPING A COURSE ON TECHNOLOGICAL LEADERSHIP

Abstract. The article examines the issues of ensuring technological sovereignty in the context of the transition to technological leadership. The prerequisites for the development of a course on technological leadership are reflected. The genesis of technological leadership is revealed through the terminological status of the concepts of leadership and technological development. The issue of etymology of leadership and semantic interpretation is raised, taking into account the complexity of the set of leadership terms. The phenomenon of group leadership in relation to actors of organizations and the state is shown. The phenomenon of state leadership is linked to the international competitiveness of the state in association with the competitiveness of the national economy. The cases of achieving political goals by increasing economic pressure on states from the outside are reflected. The interrelation of the new economic reality, the intensification of international competition and the complication of the concept of competitiveness due to explosive technological growth and the emergence of new competitive technological advantages (new technologies and high-tech products that have no analogues on the market) is shown. The dual nature of the acceleration of economic development as an objective process is revealed, which is associated with technological improvements, and within the framework of the development line set by the state. Attention is focused on the directives of the given course – the concept of technological development, the strategy of scientific and technological development, priority areas of scientific and technological development and the list of the most important high-tech technologies, the draft law on technological policy, which link the provision of technological development with the achievement of technological leadership. The role of technological leadership as a source of increasing returns from technology development is emphasized, which served as an argument to give technological leadership the status of a national development goal. Special attention is paid to technical leadership in the system of national development goals and the formation of national projects to ensure it. The conclusion is confirmed that measures to create own lines of technology development and production in critical areas are a means of strengthening technological sovereignty and technological leadership.
