Abstract. The article presents the stages of historical development of the concept of “mathematical literacy” in the domestic education system. The study developed a periodization of the transformation (evolution) of the concept of “literacy” in pedagogical theory and practice in various historical periods of the formation of Russian statehood. The article shows how the concept of “literacy” expanded to the concept of “functional literacy,” which can be considered as the basis for the development of competence” in connection with the growing demands of society for human development in the modern world. In modern pedagogy, functional literacy is considered as the basis for the development of competence. One of its types is mathematical literacy. Mathematical literacy can be viewed as a person’s ability to identify and understand the role of mathematics in terms of globalization processes, and to use mathematics to meet their present and future needs in today’s changing world. In the definition of “mathematical literacy,” the main emphasis is not on mastering subject skills, but on functional literacy, which allows one to freely use mathematical knowledge to meet various needs, both personal and social. Accordingly, the focus should be on testing students’ ability to use mathematical knowledge in a variety of situations that require different approaches, thinking and intuition to solve. To do this, it is clearly necessary to have a significant amount of mathematical knowledge and skills, which are not limited to knowledge of mathematical facts, terminology, standard methods and the ability to perform standard actions and use certain methods. In this regard, the question of the formation of the concept of “mathematical literacy” in domestic pedagogy becomes relevant, since in different historical eras different content was introduced into the content of the concept under study.

Keywords: literacy, mathematical literacy, competence, functional literacy, periodization, historical development, domestic education system.
