Abstract. The purpose of the study is to identify the features and compare the level of development of the digital economy of the Russian Federation and the EU on the basis of a comparative analysis using the generally accepted DESI methodology. The relevance of the study is determined by the desire of the Russian Federation to increase the level of development of the digital economy in the country in order to comply with global trends. The comparison of the development of the digital economy of Russia with the EU is primarily due to their geographical and cultural proximity, historically established experience of cooperation, including in the field of science and the development of information and digital technologies. Research confirms that Russia has all the necessary prerequisites for further realization of the digital potential and acceleration of the pace of development of the digital economy. In general, digitalization will create a synergistic effect and lead to the overall growth of the Russian economy. In the Russian Federation, the digital services market is actively developing and there is an active creation of a new national digital environment, while in the EU, digital environment technologies are widely used in manufacturing, education, and the energy sector. The methodological basis of the research is represented by general scientific methods of induction and deduction, analysis of statistical data and generally accepted methods of calculating digital indices. Special research methods are also used in the work: the comparative method, tabular visualization of data, as well as the method of grouping data. The results of the comparative analysis made it possible to identify areas in the Russian economy that need more investment and development. One of the barrier factors preventing the disclosure of the potential of cooperation in this area is the unstable political situation, in particular, sanctions from Western countries against the Russian Federation.
