Abstract. The region is a complex integral system within which the whole range of socio-economic issues is resolved. The management of regional competitiveness is a key, exclusive, monopoly right of the authorities, allowing them to create a source of unique competitive regional advantages. Strategic management of competitiveness should be considered today from the position of effective management of administrative-territorial units in order to ensure positive dynamics in the development of the region and improve the quality of life of the population. Creating competitive advantages is impossible without a strategic vision of the management process. The use of monitoring the strategic management process is a necessary condition for increasing regional competitiveness in the long term. For the qualitative development of management decisions that would increase the level of competitiveness of the region, it is necessary to use an effective, existing technology for managing regional competitiveness, which in turn is based on a thorough, adequate assessment of the state of regional competitiveness. Improving the methodology for assessing the effectiveness of managing the competitiveness of a region facilitates the procedure for comparing regions, searching for “bottlenecks” and developing a strategy to increase the competitive status. The proposed mathematical model for a comprehensive assessment of the efficiency of managing the competitiveness of a region, consisting of two blocks: an assessment of the competitive potential and the level of management of regional competitiveness, allows using elements of the theory of fuzzy sets to assess the level of efficiency of managing competitiveness. Using this methodology, an assessment was made of the level of effectiveness of managing the competitiveness of the subjects of the Southern Federal District: the Rostov Region, the Republic of Adygea and the Krasnodar Territory for 2015-2020. After a detailed analysis of the results of the study, recommendations were made to improve the level of competitiveness of the studied regions.
