ENSURING BALANCED DEVELOPMENT OF INNOVATION AND INVESTMENT PROCESSES IN THE RUSSIAN FEDERATION

Abstract. In modern conditions of increased competition on the world stage, the development of an innovative economy based on knowledge allows opening up new opportunities and growth prospects for the national economy. Countries strive to take a leading place in the global innovation market using their competitive advantages. The acceleration of technological development of mankind increases competition in the world market, in connection with which potential competitors of Russia are not only the leading technologically developed countries, but also other developing countries. In addition, the transition of the countries of the technological core of the 5th order (Japan, USA, Germany etc.) to the next life, and the development of technology the search of alternative energy sources, reduction of prices for hydrocarbons will force Russia, which specializiruetsya on energy exports, the search for new sources of economic growth. In this regard, it becomes relevant to develop mechanisms to achieve a balanced development of innovation and investment activities. The article identifies the elements of a balanced development of the innovation and investment process. The indicators of the external resource balance of the Russian Federation are considered. In conclusion, based on the analysis carried out and the identified problems, the priority areas of activity necessary to achieve a balanced development of the innovation and investment process in Russia are outlined.
