FEATURES OF SMALL BUSINESS DEVELOPMENT AT THE STATE AND REGIONAL LEVELS IN CONDITIONS OF UNEQUAL COMPETITION

Abstract. The article is devoted to the conditions of functioning and unequal competition of microenterprises, small and medium-sized businesses in Russia in front of large retail groups. Based on the requirements of the legal framework for determining the size and level of development of enterprises, the criteria for which small businesses are inferior to large taxpayers are determined. A retrospective analysis of the negative impact on various areas and the displacement of small food enterprises from the market was conducted. The analysis of current legislative and regulatory acts in the part of the competitive environment equation is carried out. Based on statistical data and established practice at the regional level, conclusions are drawn about a significant decrease in the share of small and medium-sized businesses in the sale of food products due to the emergence of chain stores. It is noted that the implementation of Federal retail chains within the municipality does not bear any social burden, which negatively affects the development of the regions. The results of the lack of legislative framework and its consequences are considered, using the example of the city of Shatsk in the Ryazan region. The positive experience of restraining Federal retail chains and the possibility of private business competition is also described using the example of Turkey. Thus, along with the development of large chain stores, we should pay special attention and support, create conditions for development and competition for small and medium-sized businesses, which will not only increase jobs and replenish local budgets, but also ensure the implementation of socially important functions in remote and small localities.
