Abstract. The article is devoted to the analysis of the process of improving the system of advanced training and retraining of citizens of pre-retirement age as an urgent pedagogical problem, the peculiarities of developing educational programs for the training and retraining of this category of citizens that meet the requirements of the state’s social order with fierce market competition with labor requirements. The problem of improving the retraining of citizens of pre-retirement age is updated by the requirements for labor resources and the population to create a competitive economy. In today’s rapidly transforming society, and in particular the labor market, there is a constant need for continuing education, the development of educational programs for the training and retraining of personnel that meet the requirements of the state’s social order with fierce market competition. The indicated problem is also associated with increasing computerization and technologization of all areas of production, economics, education, the need for every adult, including people of pre-retirement age, to make the right decisions in professional activities, personal and everyday life. It should be noted that for this category of the population, the importance of the adult education system is increasing due to constantly emerging problems of adaptation to transforming conditions. Thus, the transition to the information society, a «society of high information culture» impartially predetermines the ratification of the retraining or advanced training system for people of pre-retirement age into one of the most significant and necessary systems in Russia, providing continuous professional education for every citizen and the whole society.
