The introduction of the digital economy is a phenomenon of the time. The problem of digital transformation is topical in many countries of the world. The desire to use information and communication technologies in the system of the Russian state and society is a very relevant and promising area. The Government of the Russian Federation is doing everything possible to ensure that the country enters the digital space of the new era. Trillions of rubles are allocated, ambitious plans are being made to automate all areas of Russian society, introduce the latest high technologies, and robotics using artificial intelligence. The author believes that the active development of the IT sector will require mandatory international cooperation in the development of information technologies and ensuring the safety of their use throughout the global community. The national development strategy of Russia should be the management of risk-generating factors to ensure reliable social protection of the state and society in this difficult period of the country’s development. This will require activation of all structures of the Russian state and society, relying on the principle of social justice, which provides all people with a decent standard of living.
