 Abstract. The state youth policy as the instrument of social management has abroad begun to develop in the late seventies the 20th centuries as the answer to a wave of the so-called “student’s revolts” which have captured the majority of industrially developed countries. Domestic experience in this sphere is much more senior: the Soviet system of work with youth became one of “pioneers” on an equal basis with the formed German model in the 20th years. However, the current state of the Russian state youth policy testifies to need of transformation of methodological bases of work with young people. It is connected, first of all, with stagnancy of the system and strong influence of the previous experience. Global trends are practically not considered in real practice, remain only theses in the strategic documents regulating branch. In article key substantial aspects which have to be included in planning and realization of domestic youth policy, for the purpose of ensuring real competitiveness of the Russian youth are considered.
