Abstract. The article presents a retrospective analysis of the requirements for a teacher and a student in the process of formation and development of the national system for managing the quality of teaching and education of schoolchildren from 1917 to 2014. The role and features of the teacher’s and student’s activities at various stages – from 1917 to 1934 are considered. (the stage of pedagogical searches and innovations, the emergence of the foundations of the Soviet system for managing the quality of education of schoolchildren), from 1934 to 1991. (stage of development of the Soviet system) and from 1991 to 2014. at the stage of Ukrainian statehood, the domestic system of quality management of schoolchildren’s education The author takes the position that today the education system in the Luhansk People’s Republic requires its own modernization, this concerns, first of all, the integral educational process, its optimization, filling with meanings and values that meet both the historical socio-cultural foundations of the LPR and the new challenges of the XXI century; the role of a teacher, raising his social status in society, increasing social protection and opportunities for professional growth. We believe that this situation requires an appeal to the national historical educational heritage, which has a huge pedagogical potential.
